I have received appeal from Hongkong evacuce, Lirs, Helen E. Brooks asking for permission to return to home in Hongkong on grounds of (a) effect on her health (b) illness of hushand tho has sustained injury in the course of employment (c) financial strain of maintaining separate homes. I should be glad to know what reply should be returned.
